The Admin Scale

The Admin Scale is a simple yet really powerful tool developed in 1970 by American philosopher, L. Ron Hubbard, to help you align and coordinate the various activities necessary to achieve your goals , whatever these may be. It can be directed at any activity small or large, and in fact I consider it an additional weapon in the successful Project Manager's arsenal when developing the scope, activities and outcomes for successful project execution.

On a personal level, I have used this tool for over three decades for myself and when helping others, to achieve a wide range of small and big goals, anything from achieving a stress free holiday to winning at a job interview, successfully completing a work activity, having happy children or achieving a first class degree in my university engineering studies (while raising three school-aged children). I think that after using it so much, it has become routine in my thinking!

The free on-line "The Targets and Goals Course" describes in detail the Admin Scale method along with further administrative breakthroughs for success. The course is available online and takes just a few hours to do. It is available in 17 languages (Chinese, Danish, German, English, Greek, Spanish (Castilian and Latino), French, Hebrew, Italian, Japanese, Hungarian, Dutch, Norwegian, Portuguese, Russian, Swedish).
It is delivered through the Scientology Volunteers Ministers educational platform .

THE ADMIN SCALE IN A NUTSHELL

Excerpted from “The Targets and Goals Course” based on the works of L. Ron Hubbard and linked above:

A scale has been developed in Scientology which gives a sequence (and relative seniority) of subjects relating to organization.
  • Goals - A goal is a known objective toward which actions are directed with the purpose of achieving that end.
  • Purposes - A purpose is a lesser goal applying to specific activities or subjects. It often expresses future intentions.
  • Policy - Policy consists of the operational rules or guides for the organization which are not subject to change.
  • Plans - A plan is short-range broad intention thought up for the handling of a broad area to remedy it or expand it, or to obstruct or impede an opposition to expansion.
  • Programs - A program is a series of steps in sequence to carry out a plan.
  • Projects - A project is a sequence of steps written to carry out one step of a program.
  • Orders - An order is a verbal or written direction to carry out a program step or apply general policy.
  • Ideal scenes - An ideal scene expresses what a scene or area ought to be. If one has not envisioned an ideal scene with which to compare the existing scene, he will not be able to recognize departures from it.
  • Statistics - A statistic is a number or amount compared to an earlier number or amount of the same thing. Statistics refer to the quantity of work done or the value of it.
  • Valuable final products - A valuable final product is a product that can be exchanged for the services or goods of the society.
This scale is worked up and worked down UNTIL IT IS (EACH ITEM) IN FULL AGREEMENT WITH THE REMAINING STEPS. In short, for success, all these items in the scale must agree with all other items in the scale on the same subject… When an item in the scale is not aligned with the other items, the project will be hindered, if not fail... The skill which all these items in any activity are aligned and gotten in action is called MANAGEMENT.”

PERSONAL APPLICATION

In my opinion, there are as many dreams and goals as there are humans to think them up every second of every day: an infinite number. Therefore, if you have a goal you want to achieve, think of using the admin scale as a planning and action tool. It will help.  Be it to achieve personal goals, business goals, family goals etc. Whatever they may be.

Example 1: A student is at university and would like to achieve a good grade. However, he spends most of his week playing computer games, missing lessons, going to the pub or partying. We could all agree that his current activities do not really align with his goal. By really looking at each subject of the scale and working out alignment across them, and putting his decisions into action, he would be able to improve his situation and achieve his goal of good grades.

Conversely, a student might have the goal to be a doctor, works really hard, attends all lessons, but somehow is just not happy, and is not getting the outcomes that she expected. Upon closer inspection, we find that actually it is not the student’s goal to be a doctor, it is her parents’ goal! The parents want her to be a doctor, but deep down that is not the goal of the student. She wanted to be a performing artist. Therefore there is a misalignment: although she is doing all the correct activities at university regarding studying to be a doctor, they do not actually align with her own true goal. She could straighten this out for herself.

Example 2: A person would like to be in a relationship but is not successful at finding a partner. However, the person stays indoor all the time, speaks to very few people and keeps away from places where there may be more people to meet. We could agree that their activities, or even their expected outcomes may not align with their goal. Something is not aligned. It is certainly difficult to get a partner if one never talks to people.

Conversely, a person is out each week, meeting new people, changing partners from week to week, and after a few months or years, might feel that they’re not going anywhere with relationships and worry that they may grow old alone. Upon closer inspection, it could transpire that the person hasn’t actually set a proper goal of what it is they want to achieve! Do they want a life-long companion? Someone to be a good friend? And what is their ideal scene in a relationship? They may even have some unusual metrics (statistics) they use to measure their "success" (e.g. perhaps the more people they kiss per week the more chance to get a partner. Such a metric might not align with the rest!) And so on.

In these two examples, it would certainly benefit the persons to really look at each subject of the admin scale and work through them until everything is clear in their mind. By doing so, they may see that some activities or goals were not in alignment, and that some activities are even missing, or that perhaps they had not even envisioned what would be an ideal scene for them!

Example 3: A family unit is struggling. There are arguments, problems, children not doing so well, and so on. It could be a wonderful idea for the husband and wife to sit down and together plan an admin scale for their family unit and their household. Agree to goals, activities and ideal scenes and products for their family unit. What would they like to achieve as a family? For each partner? What would be their ideal scenes? What do they want for their children? And so on. Getting agreement will certainly help make things more harmonious.

Example 4: Some nations which should be friendly with each other are at each other’s throat, fighting politically or even through force (wars, conflicts). Actually sitting down together and agreeing on goals and every point of the admin scale, including the ideal scene for peace, education and economic success between these warring countries would do much to improve the situation.

The scenarios for application are infinite! Alignment of goals with all other subjects on the scale have infinite application from one individual, to businesses, to entire nations or groups of nations, from any tiny projects to global projects. This is achieved by working up and down the scale back and forth, until you have got everything working well with each other and flowing, as described in the online course.

When I use the admin scale for myself I always keep the following concepts in mind based on my own interpretation and application, and aim to develop them as clearly as possible.
  • Scope (goals, purposes and policy)
  • Action (plans, programs, projects, orders)
  • Outcomes and metrics (ideal scenes, statistics [metrics], valuable final products)

When you are really happy that everything aligns with each other: then it is time to get into ACTION!
